The area for the phase 1 sewers is the first area in Yarmouth where Annual Town Meeting of April 2008 approved $3.1 million for design and permitting to prepare plans and specifications and seek environmental permits and approvals to build this wastewater collection, conveyance and treatment system along Route 28 from the Barnstable town line to Parkers River. The Town of Yarmouth is discussing with Barnstable officials the possibility of utilizing the Barnstable Wastewater treatment plant to treat a portion of this area, most likely the westerly end of RT 28. We expect design and permitting to take 2-3 years before construction of another 2 years of the collection system and treatment plant. The timetable will depend on the fate of an approximate $43 million dollar request to fund the construction at some future town meeting once permits and approvals are in hand. The treatment plant is slated for the current spray irrigation site adjacent to the Water Division Headquarters' at 99 Buck Island Road. Also of major importance is the towns plan to work cooperatively with the Massachusetts Highway Department (MHD) and coordinate the sewer installation on Route 28 with the road improvements. To affect this the town has undertaken a corridor study of Route 28 to determine what improvements are necessary to accommodate redevelopment of Route 28 prompted by zoning changes such as the motel Growth Incentive Zone, Village Centers and Economic Growth centers, all of which will be influenced by roadway capacity to handle traffic or capacity for wastewater disposal.
